In October 1841, Emperor Nicholas I signed a Decree on the Establishment of Savings Banks in Russia. The Decree allowed the founding of the first savings banks in Russia. The savings-affairs, one of the oldest trends in the activities of credit institutes of Russia, makes it possible for citizens of the country to organize their monetary savings and to build the long-term resources needed for a strong Russian economy.
